Stop overtime and use the money to pay for full-time jobs
09 July, 2009
The union wants the HMRC to end overtime and to use the money towards more full-time jobs.
The self-imposed overtime ban which began on Monday is being backed by the Public and Commercial Services Union, covering 1000s of staff members and represents senior HMRC officials, causing major delays in the processing of tax credit renewals by the 31 July deadline.
The national officer for the PCS, Mr. Peter Lockhart, has said that the processing division of HMRC would be immediately affected, as this was where the majority of overtime was offered, and that they didn’t think that these methods of leaner working were successful.
The following statistics were recently released in a National Audit Office report; Annually £433m is spent by the HMRC in staff costs for the processing of income tax and tax credits, that includes 10% (£44m) on overtime and temporary staff during peak periods.
The above figure highlights an excessive use of funding that could have been better spent retaining full-time staff. Mr Lockhart felt that some overtime would inevitably be justified to cover genuine peaks of work, but that 10% was just too much.
